In the August 2008 edition of Proceedings, a publication of the US Naval Institute, IWP MA candidate (and Coast Guard Reserve officer) Jim Dolbow presents a creative proposal for the establishment of a Coast Guard historical center. Noting that the current Office of the Coast Guard Historian is too small to meet its full potential, Dolbow argues that such a center would help "create a new culture in the service."
