Is the U.S. downgrading its Vatican ties? Amb. Thomas Melady comments

In a recent interview with the National Catholic Reporter, Amb. Thomas Melady, former US Ambassador to the Holy See and current Senior Diplomat in Residence at The Institute of World Politics, commented on the move of the US embassy to the Vatican to a location on the grounds of the US embassy to Italy.  

Amb. Melady noted that, whatever the reasons for the move, it will be perceived as "scaling back" US-Vatican diplomatic relations. 

The article also quotes Amb. Francis Rooney, who spoke at the Institute this month, and Amb. Ken Hackett, the current Ambassador to the Vatican, who was honored at a reception at IWP in September shortly after his appointment by President Obama.
