Colonel (COL) David C Menser

Colonel David C. Menser is a U.S. Army War College Fellow at the Institute of World Politics in Washington, DC. Prior to this, COL Menser served as the China Branch Chief for the Joint Staff Strategic Plans and Policy Directorate (J-5) at the Pentagon.

 

COL Menser is a native of Springfield, Virginia. He was commissioned in May 1993 in Aviation Branch from the United States Military Academy, West Point, NY. His first duty assignment was the 101st Airborne Division, Fort Campbell, Kentucky where he served as a platoon leader and battalion logistics officer.  From 1999-2002, COL Menser served as an aviation operations officer, company commander and brigade logistics officer in Grafenwoehr, then Giebelstadt, Germany. From 2003 to 2006, Colonel Menser qualified as a China Foreign Area Officer, completing language school in Monterey, California, graduate school in Hawaii, and in-country training in Beijing, China. From January 2007 to June 2009, he served at the National Ground Intelligence Center (NGIC) as a plans officer as well as the NGIC liaison officer in Iraq. From June 2010 to June 2013, he served at the U.S. Embassy in Beijing, China as an Assistant Army Attaché.

 

His military education includes the Aviation Officer Basic Course, the Initial Entry Rotary Wing Course, Engineer Officer Advanced Course, Combined Service and Staff School, Command and General Staff College, U.S. Army Airborne School and Air Assault Course. Colonel Menser’s civilian education includes a bachelor’s degree in Mathematical Economics from the United States Military Academy, Master of Science in Engineering Management from the Missouri Institute of Science and Technology, and a Master of Arts in Chinese Studies from the University of Hawaii.

 

COL Menser’s awards and decorations include the Defense Meritorious Service Medal, Meritorious Service Medal, Iraqi Campaign Medal, Global War on Terror Service Medal, Army Aviators Badge, Air Assault Badge, and Army Parachutist Badge.
