Lecture with Captain Wayne Porter, USN

On Wednesday, February 16,
Captain Wayne Porter, USN

will give a talk entitled
“A National Strategic Narrative”

During his visit, Captain Porter will offer informal observations of strategic decision making at the national level as it relates to military and non-military spheres of influence. His remarks will touch on global trends, current events, complexity and chaos theory, and a comparison and contrast between the decisions and events of last half of the 20th century and the ongoing plans for the 21st – focused primarily on the pursuit of our enduring interest in prosperity and security through a strategy of sustainability built upon the foundation of our national values. He will also take questions at the end of his presentation.

The program will begin promptly at 4:30 PM and conclude by 6:00 PM.  A small reception will precede and follow his remarks.

Captain Porter is currently assigned to the Office of the Chairman of the Joint Chiefs, serving as a Special Assistant to the Chairman for Strategy.

CAPT WAYNE PORTER, USN

CAPT Porter was born in Fullerton, California and graduated from the University of Southern California. Before being commissioned in 1986, he worked as a Senior Contracts Manager for Lear Astronics Corp. CAPT Porter holds two Masters of Science degrees (Computer Science, Joint C4I Systems Technology) from the Naval Postgraduate School, Monterey, California. His thesis, “Resource Usage for Adaptive C4I Models in a Heterogeneous Computing Environment” was selected as the department’s Outstanding Thesis, Spring Quarter 1999.

CAPT Porter’s tours have included Fleet Ocean Surveillance Intelligence Center, Europe (FOSICEUR), USS BLUE RIDGE (LCC-19), RIPO TEN (Minneapolis, MN), Naval Postgraduate School, Joint Analysis Center, Molesworth, England (JAC Molesworth), Regional Headquarters South, Naples, Italy (RHQ SOUTH), COMNAVEUR/C6F, Naples, Italy, Office of the Chief of Naval Operations (CNO), COMNAVCENT/C5F, Manama, Bahrain, and the Office of the Chairman of the Joint Chiefs.

Three of CAPT Porter’s last four tours have been on the staff of ADM Mike Mullen. During ADM Mullen’s time as Commander, NATO Forces South, CAPT Porter served as his Director, Operational Net Assessment. When ADM Mullen transitioned to Chief of Naval Operations (CNO) in 2005, he assigned CAPT Porter to the CNO’s personal staff as Director, Strategic Actions Group (N00Z). CAPT Porter’s next assignment (2007 – 2008) was as Assistant Chief of Staff, Intelligence – N2 (and Director, ONA), for Commander Naval Forces Central Command. Commander, FIFTH FLEET in Manama, Bahrain, additionally serving as the Deputy Director, Maritime Operations Center. CAPT Porter is currently assigned to the Office of the Chairman of the Joint Chiefs, serving as a Special Assistant to the Chairman for Strategy.
