Dr. Velez de Berliner is a Managing Partner of Intelligent Decision Partners LLC, a US-owned consulting firm that delivers actionable and verifiable intelligence analyses and assessments of security risks in the political, economic, social, cultural, and military environments that affect U.S. business performance and U.S. government policy outcomes in Latin America, and in relation to the expansion activities of China, India, Russia, Iran, and the Middle East into Latin America. Born in Colombia she became a USA citizen in 1977. 

She has been an analyst and Keynote Speaker at the Johns Hopkins University Applied National Laboratory’s Asymmetric Operations Working Group and the Asymmetric Warfare Group on issues related to the activities of trafficking organizations in Latin America. She also participated as subject matter expert on Brazil and Colombia as part of SOUTHCOM’s Security Culture Program of Florida International University’s Advance Research Center, and is a Private Sector Analyst/Southwestern Border Group within the 2011 Analyst-Private Sector Program sponsored by the Department of Homeland Security’s Office of Intelligence and Analysis and the Office of the Director of National Intelligence. Her analyses appear in The Harvard Business Review Brasil; The Harvard Business Review América Latina; The Latin America Advisor; and Transnational Organized Crime (London). She was the featured analyst on India in Latin America on Bloomberg Reporte Financiero, and as Latin American Security Analyst on VOA’s Foro Interamericano.
