Senior Vice President for Medical Affairs Chief Medical Officer, Main Line Health
Main Line Health is an integrated health system that includes four acute care hospitals, a full service rehabilitation facility, an inpatient/outpatient alcohol and substance abuse treatment facility, several outpatient centers, home care services, physician practices, a research institute, and many other facilities and services with university affiliations and graduate medical education programs.
Dr. Arthur is responsible for all clinical health services; physician contracts; credentials and clinical appointments; laboratory, pharmacy, and radiology services; infection control; risk management; disaster planning; medical informatics, graduate and continuing medical education, and human subject research programs. From January through March 2009, he served as interim President of Riddle Memorial Hospital. He was also a member of the 2009 inaugural class of Advanced Leadership Initiative Fellows at Harvard University.
Dr. Arthur came to Main Line Health in 2007 following a 33 year career in the U. S. Navy, culminating in his role as its 35th Surgeon General. As Surgeon General, he was responsible for delivery of medical and dental services to over 700,000 active duty service members and 2.6 million retirees and family members. His oversight included 28 hospitals, 266 free standing clinics, 4 regional support offices, 6 research centers in 4 countries, and an annual budget of approximately $5B.
Dr. Arthur has been the Chief Executive Officer of two medical facilities: the National Naval Medical Center in Bethesda, Maryland, and the Naval Hospital in Camp Lejeune, North Carolina. For five years, he was Chief of the Navy Medical Corps, responsible for personnel policies, recruiting, career planning, graduate medical education, research activities, and all other professional programs for the Navy’s 6000 physicians.
Other Navy assignments included service as the Deputy Surgeon General, Navy Medicine’s Chief Operating Officer, Medical Center Chief Operating Officer, Department Head for Emergency Medicine at a residency training Medical Center, Director of Medical Programs for the Marine Corps, Senior Medical Officer aboard an aircraft carrier, practicing physician in a variety of clinical settings, and researcher in the environmental sciences. He served in a combat service support role while assigned to a Marine Corps unit during Desert Storm.
A native of Northampton, Massachusetts, Dr. Arthur received his Doctor of Medicine degree from the College of Medicine and Dentistry of New Jersey and is a member of the Alpha Omega Alpha Honor Medical Society. After a surgical internship, he completed Navy training in aviation, submarine, and diving medicine. Dr. Arthur is residency trained in Emergency Medicine and attained board certification in Emergency Medicine and Preventive Medicine (Aerospace). Dr. Arthur is a Fellow and Past President of the Aerospace Medical Association and was President of the Association of Military Surgeons of the U.S. He is a Fellow of the American College of Healthcare Executives.
