LTC Charmaine E. Betty-Singleton (USAR)

Lieutenant Colonel (LTC) Betty-Singleton is the Staff Judge Advocate of U.S. Army Garrison, Fort Buchanan Installation Legal Office, directing and managing the operation of an 8 person legal office (5 attorneys and 3 support personnel). Responsible for providing legal support to the installation’s combined customer population (including civilians and retirees) consisting of over 120,000, as it executes a $60 million garrison budget. LTC Betty-Singleton supervises the administration of military justice, claims, administrative and civil law, legal assistance, ethics, labor law, environmental, contract law functional areas and litigation in the U.S. District Court and serves as the principal legal and ethics advisor to the Garrison Commander and her staff in executing the IMCOM Campaign Plan and strategic objectives as stated in “lines of effort” as related to Base Operations and other Garrison missions.

LTC Betty-Singleton, a native of Kingston, Jamaica, graduated from Virginia Union University, Richmond, Virginia in 1989 with a Reserve Officer commission as a Quarter Master. She served as Assistant S-1, USAR, in Roanoke, Virginia from 1989-1992, while attending Washington and Lee Law School in Lexington, Virginia. Upon graduating from Law School she entered the Judge Advocate Generals Corps in 1993. During more than 20 years of active and reserve service, she has served in various legal capacities to include, Administrative Law/Contract/ Legal Assistant Attorney, USMA, Office of the Staff Judge Advocate (OSJA), West Point, New York 1993-1996; Trial Defense Attorney, HHC 1st ID, Wuerzburg, Germany, 1996-1997; Procurement Fraud Coordinator, HQ, USAREUR/7th Army, Heidelberg 1997-1999; Trial Counsel/ Chief Military Justice, OSJA, Fort Gordon, Georgia 1999-2000; Command Judge Advocate, 513th MI BDE, Fort Gordon, Georgia 2000-2002; Trial Defense Attorney, USAR, 154th LSO, Fort Gordon, Georgia 2002; Trial Defense Attorney, Fort Stewart, Georgia, 2002-2003; Chief, Labor and Employment Law, 90th RRC N. Little Rock, Arkansas 2003-2006; Deputy Staff Judge Advocate (DSJA), 103d ESC, Des Moines, Iowa 2007-2010; DSJA/Chief Admin Law, 103d ESC, Joint Base Balad, Iraq 2010-2011; and Deputy Staff Judge Advocate, 75th Training Command, Houston, Texas 2011-2013. She has also served in support of IFOR/SFOR, Operation Noble Eagle, Operation Enduring Freedom and Operation Iraqi Freedom.

LTC Betty-Singleton holds a Bachelor of Arts degree in political science and history, master’s degree in management and leadership and a jurist doctorate. She is a graduate of ILE. Her hobbies include reading, attending Zumba classes, writing poetry, mentoring and coaching people to obtain their goals and serving her community.

LTC Betty-Singleton’s awards and decorations include the Bronze Star Medal, five Meritorious Service Medals, the Joint Service Commendation Medal, three Army Commendation Medals, the Armed Forces Expeditionary Medal, the NATO Medal and the Military Volunteer Service Medal.
