COL Jeffery A. Carter, USA, 2013-14 IWP US Army War College Fellow, has released the paper he completed during his fellowship at the Institute: “Overreliance: Logistics Contractors in Iraq and Afghanistan.”
In his paper, he discusses the history of the use of logistics contractors by the U.S. Army, and the way in which this tradition continues today – even to the point of overreliance. COL Carter describes the impact of the armed forces’ current involvement with logistics contractors and evaluates the Army’s use of the Logistics Civil Augmentation Program (LOGCAP), both during Operation Iraqi Freedom and Operation Enduring Freedom and today.
