In an article in the Fiscal Times, Professor James Jay Carafano was quoted discussing ISIS and how this group has now managed to become better equipped than the people they are fighting.
He mentions how ISIS has managed to acquire “game changing” armaments such as heavy weapons and armored vehicles, which can be operated and maintained with relatively little cost and training. Prof. Carafano also discusses how international efforts to choke off weapons to radical groups are often ineffective due to the large number of groups with differing agendas in the region: “The odds are that there is always somebody who wants to sell weapons to somebody.”
