On Thursday, May 19, Captain Chris Glass, USN retired, IWP’s Executive Vice President, and Captain Dean Lane, USN retired, IWP’s Chief Information Officer and Cyber Intelligence Director, presented the annual United States Military Academy Institute of World Politics Award for Excellence in Cyber Statecraft to Cadet Olivia Raykhman, U.S. Army. The presentation was made during the Superintendent’s Awards for Excellence and Achievement Ceremony at the United States Military Academy at West Point, class of 2025 convocation.

Olivia majored in Communications during her tenure at West Point and is being commissioned a 2nd Lieutenant in the United States Air Force. This inter-service commissioning occurs for a very limited number of exceptional cadets, requiring an intensive interviewing process. Olivia’s proud Mom (Yelena Raykhman) was in attendance.

Olivia will be reporting to Stanford University, California, where she will pursue a master’s degree.

On behalf of the faculty and staff at IWP, we congratulate Cadet Raykhman on her outstanding Cyber Statecraft achievements and commissioning. You are now the tip of the spear. May prudence and tenacity continually guide your leadership responsibilities as you serve in the world’s greatest Air Force.

The award represents the enduring partnership between IWP’s Cyber Intelligence Initiative (Ci2) and the U.S. Army Cyber Institute. The award is presented each year to the outstanding graduate who has demonstrated superior excellence and initiative in cyber statecraft studies while at West Point. Past recipients of this award are Peter Toth (2024), Benjamin Edwin Wettstein (2023), Chloe Tran (2022), Brian Kim (2021), Amanda Roper (2019), and Lexie Johnson (2018).
