Jeffrey W. Yeates, JD, LLM, former Associate General Counsel at the Central Intelligence Agency, has joined the IWP faculty to teach the course on Intelligence and the Law (IWP 681).

Prof. Yeates served in the CIA Office of General Counsel for 25 years. He served as Chief Legal Advisor for two Directorate of Operations divisions. Throughout his career, he advised on a full range of operational, international, and fiscal legal issues in Washington, D.C. and numerous overseas locations, including war zones. He researched and drafted legal documents for senior CIA clients and U.S. Government agency coordination, including the White House.  He also served as the Legal Advisor and Chief of the CIA’s Office of Equal Employment Opportunity.

A graduate of BYU with a B.A. in International Relations and a minor in Arabic, Prof. Yeates earned his J.D. at William & Mary School of Law and an LL.M. in International Law at Queen Mary College, University of London as a Drapers Fellowship Scholar.

The course he will teach at IWP, Intelligence and the Law, introduces students to the U.S. Intelligence Community (IC), its organization, functioning, and the issues it faces; gives students an understanding of the legal structure on which the IC is founded and within which it operates; and supports and strengthens the students’ understanding of material presented in other IWP courses, especially those on intelligence and policy, covert action, counterintelligence, and national security policy.

Prof. Yeates commented: “I started practicing law at the CIA two weeks after 9/11.  After nearly 25 years in the heart of post-9/11 national security legal and policy issues, I’m looking forward to preparing this generation of students for the next 25 years of government and public service.”
